Rule set
A bundle of pricing and access rules attached to a lot, zone, or spot — defining who can park, when, and for how much.
A rule set is the answer to: "if a car shows up at 3pm on a Tuesday, what does it cost?" Rule sets bundle: hourly rate, daily/weekly/monthly caps, time-of-day surge, day-of-week pricing, who's allowed (residents only, public, permits-only), and grace periods. Properties have one default rule set per lot plus overrides per zone or spot. Surge pricing is just a rule-set tier that activates when occupancy crosses a threshold.
